The Constitution -- What the Federal Government MUST do
These are requirements. They are indicated in the Constitution by phrases such
as "shall" and "must".
- Apportion direct taxes according to population [Article I, Section 2]
- Conduct a census every 10 years [Article I, Section 2]
- Publish the Congressional Record [Article I, Section 4]
- Convene Congress at least once a year [Article I, Section 4]
- Guarantee to every State in the Union a republican form of government [Article IV, Section 4]
- Protect each State of the Union against invasion [Article IV, Section 4]
- Protect each State against domestic violence at that State's request [Article IV, Section 4]
- Honor debts and contracts which were made under the Articles of Confederation [Article VI]
